Preheat oven to 350°F; bake flour for 10 minutes.
In a large bowl, whisk the melted butter with the sugars until smooth. Add the milk and vanilla then fold in the toasted flour, oats, baking soda and salt. Once combined, add in both chocolate chips and the sprinkles.
Pour the cookie dough into a loaf pan and place in the fridge to chill for at least one hour.
Scoop the cookie dough onto ice cream cones and serve.
